B.C. company at the centre of fraud involving hundreds of investors

The B.C. Securities Commission has alleged that Winter Huang (also know as Dong Huang), a director and “controlling mind” of Pegasus Pharmaceuticals Group Inc. and Careseng Cancer, allowed investors to be defrauded and millions of dollars’ worth of securities to be illegally distributed. The regulatory agency conducted a 3½-year investigation into the Richmond-based “high-tech biopharmaceutical group of companies.” Huang’s sister, Vicky Dancho (also known as Ju Huang), is also named by the Securities Commission in its Jan. 28, 2016 notice of hearing.
