Amber Fisher, the former Chief Administrative Officer of Gilbert Plains, Manitoba, has pleaded guilty to stealing more than $500,000 in municipal funds and attempting to cover it up with a fake cyberattack.
Amber Fisher, 41, served as the Chief Administrative Officer of the Municipality of Gilbert Plains, located northwest of Winnipeg. She appeared in a Winnipeg courtroom and pleaded guilty to one count of theft over $5,000, admitting to misappropriating approximately $532,000 from the municipality over several years.
Following the discovery of the missing funds, Fisher attempted to mislead authorities and colleagues by fabricating a cyberattack. She also altered documents in an effort to cover up the theft. Two other charges—fraud over $5,000 and using the proceeds of crime—were stayed as part of the plea arrangement.
To date, she has repaid only a small portion of the stolen funds. A default judgment previously awarded the municipality over $600,000, including interest. Fisher’s sentencing hearing is scheduled for May 2026 in Dauphin provincial court.
