Feb. 16, 2021 – A Burnaby, B.C., man, who police say was running a Publishers Clearing House scam in the Lower Mainland, has been charged with four counts of fraud over $5,000. Joel Kibangula, 27, was charged on Jan. 29 and is due to appear in Port Coquitlam Provincial Court on March 1.
